Personally, I don't think $400 is all that bad really. I paid that much just for turning the rotors and drums, and new pads and shoes on my 98. Check out Energy Suspension, they have a full suspension kit for those years, including sway bar and rear leaf bushings. The only problem is most of the urethane bushings have to be put in by using the sleeves from the old bushings. Most shops will not even consider doing the extra work required, so you are stuck doing it yourself. The are well worth the trouble though, don't get discouraged Good luck!,,,98
