2/4 or 3/4 with Lightning bumper?

2/4 or 3/4 with Lightning bumper?
Installed Lightning bumper cover on my 99 F-150.
I am about to order a lowering kit.
Do not wish to scrape the bumper when parking.
Can I go with a 3/4 kit and 28 inch tall tires? Or do I need the 2/4 kit?
