Unhappy Sway Bar Confusion.

So I am having a little trouble figuring out if my problem is a design of Ford or just some bad engineering by the previous owner. Here is my question.... I am rebuilding the front end on my 02 HD F150 due to general abuse by the a**hole that owned, and I do mean "owned", the truck before me. I was looking under the front end and noticed that the sway bar bushings, the ones connecting to the frame, have some sort of off-set. What i mean by offset is that the bracket holding the driver side bushing is about an inch closer to the frame than the one on the passenger side. So in essence the sway bar is sitting un-parallel to the ground. Is this "normal" or was the wrong bracket used? I would assume that the sway bar should sit the same height from the frame on both sides.

yes it appears the frame is lower on one side so the bracket is longer to compensate.

I feel like a big dummy now. So many things that I have fixed on this truck so far are from the abuse of the guy who had it before me. I need a good strong base before heavy modding.... u can build a sand castle but you cant build a castle on sand.
