Only surges at part throttle

What year, model, engine, and transmission, please?
Is this happening around 45 mph right after it shifts into overdrive? If so, that's a low grade misfire, ignition related. Replace the spark plugs, if it still does it, you have one or more bad coils (COP system) or bad plug wires/coil pack (coil pack system).

I need to comment that changing spark plugs might clear the issue for a short time, then the issue will come back.
This involves the ability to fire Lean mixture that requires higher voltage from the coils.
New plugs only will fire at less voltage until they begin to get rounded off tips and ground straps, then the voltage required goes up and your back into the misfire again.
They might hold off the issue for 500 or 600 miles.
The basic cause is a coil with lower voltage output causing the ignition of that cylinder to work on a marginal basis in OD when the EGR is opened.
Improving the spark plug situation is only a temporary solution.
You need to identify the cylinder that has the faulty coil using a Scanner to look at the misfire tables for the one with high counts.
This is advanced diagnostics before any code or CEL is set.
Good luck.
