95 F150 Oil Filter Problem

I am changing the oil filter on my 95 5.8L for the first time since I have had the truck. Whoever changed the filter last must have put it on dry or really torqued it down. While I was cranking on it with a filter wrench I noticed the filter was not loosening, but whatever the filter connects to was turning. I only turned it about a 1/4 a turn and stopped. I am not too concerned with getting the filter off, but I am wondering if I broke something. I am sure this is not supposed to be turning with the filter. It appears what the filter connects to has a couple coolant lines connected to it if that helps.

Can you tell us what part is turning in the image below?
If 30 is turning tighten 36 and remove Oil Filter.
If 34 is turning, hold 34 with something and remove oil filter, then put 31 back in again.

30 Oil Filter Adapter
31 Oil Cooler Insert
32 Head Gasket
33 Insert Oil Filter Mounting
34 Oil Cooler Assembly
35 Oil Filter
36 Oil Filter Adapter Mounting Bolt
43 Oil Cooler Adapter
