1989 ford 4.9l torque spec rocker arm

I've looked at the diagram and procedure for making adjustment for the rockers. The procedure talks about how to tell if one needs different heights of push rods. I would think it would tell me what to torque them to first, then check the heights. Does anyone know what i should torque the rocker arms to? I have a 89 ford with a 4.9L engine. Any help would be appreciated.
