No start

87 ford f150 4.9 efi 2 wheel drive. Just replaced my eec and cant get codes yet. Soot on all spark plugs just fixed three vacuum lines that run to the three silinoids on the valve cover. Tad Tab and EVR . I can start it with a shot of starting fluid stalls in 5 to 0 seconds. only runs on this way. I have dual tanks, I jumped the FP at the self test connector both intank fuel pumps work. Unhooked the fuel line infront of fuel filter and get 1/3 of a pint in ten seconds for both tank. Like the Haynes manual said is ok. I just put in a rebuilt frame mounted fuel pump 60 miles ago, maybe its bad. Is checking the fuel pressure at the fuel rail the next way to go. I only have regular hand tools. Were do i connect the gauge to check each tank?

Check the fuel pressure at the schrader valve on the fuel rail. It's located at the very back of the engine.

testing Fuel pressure for to tanks

Thanks So just turn the key off and on a few times and check the pressure at the front tank, remove key wait 20 minutes and see if it drops if not switch fuel tanks and do it over again?

Yup. If you get it running, compare the readings with and without the vacuum hose attached to the regulator.
