Floppy driver's side mirror

My new to me 99 Supercab has a loose drivers side mirror. Not the housing itself, but the mirror portion that adjusts with the power mirror control. How do I get to the cables that adust it, and how can they be tightened so my mirror stays in place? Thanks, Jim
