Help me with this part? Saleen S331 support Step Pad ?

I picked up a lot of Saleen S331 Support Step Pads with a lot of other items I picked up. My question is what is this and what does it fit. The parts rep was not to helpful and said it was just a heavy duty ford part. The part # is 08-1007-c14397c. The pictures of it are below. Click on the thumbnails for larger pictures.

Um...I've worked at a Ford dealer the last 14 years and I don't recall ever seeing anything like that on a F150.

I think it may be a custom piece to support their rear bumper?
