Suggestions for rust inhibitor?

I want to clean and paint my frame and under my bed with some type of rust inhibitor. My bed is rusted beyond simple repair. The frame has scaled rust but is solid. I hope to preserve the frame and make the bed last as long as possible.

I have my bed off right now and can do some real work on it.

I have looked on the web at Rust Bullet and Zero Rust. Anyone have any suggestions? I have done well in the past with Rustoleum red primer and black paint on clean, unrusted vehicles. I think this one could use something more than that.

search for POR-15. It is a rust converter. Applied correctly, it will eliminate, and prevent rust from coming back.
