    Sounds like the HIDs are wired backwards ( the low beam is in the high beam position ), as you have to use FTP to make them work.
    Might want to look at returning them

    I would guess it is the fog lamp relay, and where it get ground.

    Very common problem, and the HID manufactures have no clue about it ( any that I have seen ).
