Of course. I've had people tell me they have pulled apart these 3W bars and they draw maybe 1/3rd of that claim (a little over a watt).
This explains the lower lumens also. If they use 10 3w LED's that claim 1000 lumens it's marketed as 10k lumen light bar. They don't bother telling you that the product is underdriving the LED for heat/power/safety reasons and it's actually running at 2w or less, so each LED is more likely putting out 500 lumens.
This is the same common mismarketing that's used with the cheap china LED flashlights. A 1000 lumen flashlight is probably only actually putting out 400 to 600 lumens depending on battery config. Not to say they're not awesome. For under $10 I can buy an LED flashlight about the size of a hot dog that throws WAY more light than my old 4D cell maglight.

My brother in law loves those $5 LED lights from amazon.com. I'm old school. I still use Streamlights. Or maybe I'm just trying to squeeze every last penny out of the $$$ that I spent on Streamlight over the years.

Draws 2.9 amps which is 42 watts at 13.8VDC and lights up the garage with blinding white light. Construction heavy duty all around outstanding. see less

Not even close to the advertised 120w. Light pulls 3.6 amps at 13.2 volts. Total Wattage is 47.5. Still, quite bright, but not as advertised. see less

Would work better if it was mounted higher, but I didn't want holes in cab so to compromise it's mounted to hood.
Hood and bumper are probably more likely to get hit by rocks.
I bought one with a remote to turn off or on while out of vehicle for 40 bucks. Not sure if it's Chinese made but it hums.
The other one for the rear which isn't mounted yet seems quieter and is 150 at tractor supply but cost 150.
Too bad they aren't legal because half the people these days won't dim their lights even if you flash your lights at them so I believe it's intentional.
