Its normal for the a/c not to be as cold at idle beacuse your not getting all that air flow over the compressor and lines. Not cold at all while you idle, I dont think thats normal. Im no mechanic but when you recharge a system I know it needs to be on max a/c, so that must be when it uses all the freon in the system. Which if yours doesnt cool as good at idle on max, leads me to believe you might be low on freon. I would try a recharge, its cheap enough. Make sure you get one with a gauge so you dont over fill. Hope this helps

At idle you don't have the airflow over the condensor that helps transfer the heat out of the freon. Make sure it's not full of bugs, dirt, etc.
All max a/c does is turn off the outside fresh air. Basically you're just recycling cab air when it's on max.
It's possible that you may need a recharge also but just throwing some in may not solve anything. Best to get it hooked up to the proper equipment by an experienced a/c person. That's your call though.

Check your clutch fan for weakness.
Replace it or add a pusher electric fan in front of the condenser wired to come on when the AC is engaged.
