The pressure inside a sealed sytem is the same everywhere when the compressor is not operating (given time to equalize). Any difference in readings has to be due to the gauges or measurement technique.
If you have 90 psi in the system but the clutch doesn't engage, you have either an electrical circuit fault or the clutch is bad (usually excessive air gap).
In order to further provide advice, you have to specifically identify your vehicle. There are differences in the circuitry over model years and sub-models.
