Question vent control

Last night when I drove my 2001 F150 4x4 Flareside, I noticed that the heater control constantly blew out the defroster vent instead of the panel vent when switched to panel. This works the same for A/C, and Panel/Floor. Floor works fine. Any information would be greatly appreciated, like where exactly the vacuum control valve is located, etc.
