Programmer application ?

I got a curveball thrown my way and need some help with this one. My brother drives a 2001 F250 with the 5.4l. He likes to drive a little fast (he's a high school kid, explains why) and my parents are tired of it because he's already gotten a reckless driving ticket and many other complaints about him driving fast. So I got a call today asking if I could find a cheap programmer that can alter the speed limiter. I've been looking at used programmers and didn't know if something like the old Xcal2 would work for an F250? I can't find on the internet any application guides for these old programmers. Any other opinions on used devices that would work are welcome too. Thanks

I know the sct livewire or sf3 can adjust speed limit/rev limit. But of course they are also power programmers so don't let your brother get his hands on it.

Yup... Programmers can set a speed limiter of whatever you'd like. He can't be going THAT fast since he has the 5.4...

you need atleast a vehicle specific tuner to do it.

edge allows it i believe.
so does the SCT

I think the old SCT2 has to be custom tuned. So to use it, you would have to have a tune written for it.
