I'm not sure about power gains or mpg but I have the roush off-road & it sounds great. It's got more of a nice rumble to it & is not raspy like a flowmaster. Hope this helps

I've had the Roush legal kit on my '04 XLT for about 4 months now and I couldn't be happier with it. It gives a nice healthy rumble when I start it and when I get on the throttle, but it doesn't drone when cruising on the highway. The Roush kit is actually made by Borla and is very nicely engineered to truly bolt right in with little or no modification. I first looked at Magnaflow but discovered that those kits aren't engineered as well and you need to extensively modify it to work around the factory tow package. The Maggie kit is made from 401 stainless which will surface rust and look like crap over time. The tips are also single wall which will change color.

The Roush kit is 304 stainless so it will never ever rust, and the tips are double wall so they won't change color.

My Roush:

I have the roush off road on mine and I love it. I was looking at all the videos with every brand and size muffler I could find and the roush system seemed best to me. Its a very high quality kit and it all went together easily with hand tools in my garage. The legal system is a little louder than stock exhaust, which is why I didnt go that route. Heres a video of my 4.6 and roush off road system.

I've had both the legal and off-road Roush systems. I had the legal system first and then switched to the off-road version because I wanted a little more sound. The legal system is slightly louder than stock at startup and WOT. The off-road system is louder all around but not obnoxiously loud. In my opinion both systems offer added performance and do not have in-cab drone and both systems would be considered legal so not sure why Roush decided to use "legal vs off-road terminology. My recommendation would be the off-road Roush system.
