I dont understand how you can get a fine for not having the last two cats, when you still have 2 more? Can someone help me out here?
Your changing the amount of converters it legally came with. If it comes with 1, it needs at least 1, came with 2, needs at least 2, came with 4, yep you guessed it. some emissions counties frown on having too many less.

Yep, especially considering the fact that 2004 & early model 2005s had the 4 cat systems, and final production model 2005s & 2006+ all have two cat systems. When I was trying to get a shop to install me two hi-flows only ( in my non emissioned county mind you ) they would not because it came factory with 4, even after proving 2006+ have only two factory.
Not to mention the fact that any AQMD or law enforcement personnel (including Fish & Game Wardens) can impound the vehicle on the spot- tagged as a gross poluter, now a judge will decide if it get's returned to you with fines or you get fined and it goes to the crusher!
