Angry HELP!! Loadforce and unbalance in wheels

Hi guys:

I have a 2003 Excursion and from day one I have had a vibration in the car at 50MPH. Going back and forth to the dealer, I finally found at the Firestone shop that two rims are out of round. If they are turned on the wheelbalancer, one rims is out of round by 1/6th of qn inch and the other by 1/8th. I saw that with my own eyes.

Now the dealer has run a loadforce test on it and one rims had a load force of 21 pounds and the other of 13 pounds. So they tell me the tires are out of round. back to Firestone and they replaced ALL 4 tires without charge. Still vibration at 50 mph so today I took it back to Ford.

They loadforced the tires and now the loadforce is 28pounds and 33 pounds. They still claim the rims are within Ford specs and that is the end of it according to them.

My question is this.

What are the Ford specs and what exactly is the loadforce test they runs on these tires. Can you tell that the rim is true without taking the tires off? How do I get Ford to exchange these rims and break the cover up on this?

I really need some help here because I am about to lemon law this car.
