2000 Ford Expedition Electrical Problems Fuse #6

I am getting Fuse #6 blowing each time I start the vehicle.
Fuse 6 controls the over head trip console, GEM, SVO steering sensor, reverse sensing module, cluster, heated side lamps, rear defroster, Air ride solenoid.
I cringe at the thought of having to replace the whole cluster.
My thoughts:
Wire grounding somewhere in the steering column.
SVO Steering sensor which controls the power steering pump orifice is shorting
I don't think the defroster or heated side lamps are shorting, and the rear backup sensors only come on in reverse.
It could be something bad in the cluster, GEM, or maybe water damage, but I will need to inspect.
Any help would be greatly appreciated.

You have two fuse F6s, one in each fuse box. Which fuse box are you in?

My bad..
This is the 5 amp fuse under the dash.
It is a low amp fuse, so it is running control circuits I am guessing.

I bought a pack of 5 amp fuses. Pulled the lower dash panel, and bottom steering column off and I don't see anything visible far as wear points for wires.
I am wondering if the SVO Steering sensor is shorting it could be the issue. The other would be to disconnect the Air ride suspension solenoid.
Visually from what I can see without a lift I don't find any chaffing.
