Headlights only work when ignition is off!

What's up guys, I've recently bought a 97 f150 and it's had its share of electrical issues, but ice sorted most of them out. Until now. I have just finished changing out the GEM and didn't realize my headlights didnt work until I tried to leave work tonight, any ideas? Does it connect to the ignition switch or something?

Why did you change the GEM ?

Did you make sure you had the same GEM version on the one you installed ?

The GEM does connect to power, but it is via the connectors on the sides and the back( that is direct to the fuse panel ).
