ABS Fuse blowing

I have a 2002 F-150 4x4 Lariat with a 5.4L. Fuse # 23 keeps blowing in the cab. When it does I loose blinkers and my abs light comes on, but my flashers still work. I have removed a few of the loads associated with this circuit and still have the same problem. The fuse doesnt blow at a certain time such as when I use blinkers or hit the brakes, it usually takes a few minutes to blow. I have removed heated seat#118,four wheel anti lock brake#102,trailer tow battery charger#102and#302. My scanner will not communicate with it. What else do I need to do to find problem.

I just removed the rear speed sensor and the two front wheel sensors on the hubs and the fuse is still blowing.

The ABS sensors cannot cause the fuse to blow.

I/P F23 supplies the following items: 4WABS module, ESOF clutch relay, Center axle disconnect solenoids, Trailer tow Battery charge relay, Day/Night mirror (if equipped), Overhead Console, Heated seat switches and relay modules (both sides).

Unplug each and see if the short goes away.

relay modules (both sides).

What is the location of relay modules? I dont think my truck actually has the heated seats but it does have a relay for it. And what is the ESOF clutch relay?
