P0054 and fuses

So I have been trying to research this and can't find any for sure answer about this. P0054 is the code for heated oxygen sensor bank 1 sensor two. so if anybody has any experience with this can you help me out and make sure im going in the right direction. i have ordered a new sensor so when i do tear into this i have it ready. so this is the sensor on the passenger side downstream? if it was a fuse issue wouldn't throw other codes? if it is a fuse which one is it under? i have heard its in with the pcm relay? if so wouldn't i have codes for the other downstream o2 sensor(not sure if the upstream are heated and run on relay)? i have checked the connection it seems tight but not exactly easy to get to, to check voltage. I will check voltage when i tear down. any help/insight is greatly appreciated.

It's either the sensor itself or the wiring going to it. B1S2 is passenger downstream.
