7 pin trailer towing light problem 1998 f150

I have a electrical problem with my 98 f150. It has a 7 pin tow light setup from the factory. All lights work on the truck. The recepical for the tow lights however does not have power to the right/left turn signal lugs. I have checked the ground it is good. All wires in the pigtail that ties the receptical to the truck wiring read continuity. All wires in the wire harness running from the power distribution box to the pigtail read continuity. I can find no blown fuses but the 2 wires that connect to the right/left turn signal lugs in receptical are dead, no power and the feed wires from the power distibution box have no power either. any help here would greatly be appriciated as far as i know all relays a good but i dont know were the power for the tow recptical turn lights is supposed to be powered from, I have a repair manual but the wire schematics does not cover a factory install 7 pin tow harness.

You can download the 1997 Owners Manual to get the info, this page is missing from the 1998 OM for some reason.

This is projectSHO89 picture & documentation on where things are at ( the OW is kind of vague on where the relays are as well ).

I'm just now chasing down why I have nothing in my 7 pin connector (98 F150SC 4x4 w/trailer towing pkg). are all those things labeled in the above photo required for the 7 pin to work? I checked the 20A fuse and it is good. My setup looks like this photo except I don't have the "Unknown" gizmo (relay?)

any help appreciated

EDIT: well, after looking at again, mine doesn't look anything like that at all. It looks like this

here's' the image rotated - it was much easier than rotating my monitor

The circled area doesn't look the same to me

There are six things plugged into the orig photo, eight into my mine
