How do you test a GEM Module

Yesterday at the gas pump cut truck off and when leaving power windows and radio didn't work. After checking fuses and reading the forums it has to be an issue with the GEM module or fuse box. I can brute force test the fuse box for continuity but how do I test the GEM module. Can the dealer do it?
