2003 f-150 thief systeme flash
sometime when i try to start my truck the thief light flash and the fuel pump didnt start.....so i try to change the pcm power relay in the fuse box under the hood
surprise there is no relay at this place ......why i only have the 301 and 303 relay

Do you hear the fuel pump run if you turn the key to RUN, not start?
It could be many different things that cause your problem;
Bad fuel pump
Clogged fuel filter
Bad fuel pressure regulator
Needs a tune up
Stuck open EGR valve
Do you have any codes?
You say the theft light is blinking, is it blinking real fast or once about every 3 to 5 seconds?
A little more information will help others understand what your issue could be.

Do you have any other transponders or other Anittheft keys on the key ring ?
- Having another transponder near the key when starting the truck can cause misreads of the Truck's key, so it looks like a key not programmed is trying to start the truck.
I had a similar case, where I had no crank no start, it was the fuel pump relay that had been causing the issue.
- I kept thinking it was the gas station transponder, and when it went I checked a list of items. Thread URL below.

Quick test is to swap the fuel pump relay with the trailer tow relay.
- I think the 2003 still has a relay in a socket vs built in like the newer MY trucks.

Try replacing the PCM power relay, it's shown in this diagram (C1016), aka R304:

I had the same problem on my 2002 F-150. I discovered it was the PCM relay through trial and error. Whenever it would not start, theft light blinking, odometer showing --------, I would tap on the relays in the fuse box under the hood. That always solved the problem but only temporarily.The PCM relay has the same part number as the fuel pump relay on my truck so I swapped them and the theft problem went away but the truck shut down twice on the way to the Ford parts store. Had to tap the relay to restart. Replaced both relays. That was 3 years ago and no more problems at all. Trashed the bad PCM relay and kept the original fuel pump relay just-in-case.
A coworker told me his company had a '02 F-150 that did the same thing. They parked it after receiving a very high repair quote. After I told him about my experience they replaced the PCM relay in the disabled truck and it solved their problem also.
I wonder how many owners have replaced their PATS system, keys and who knows what else when it was a $18 relay.
