xcal2 and livewire updater

my tuner sent me a file via email. it ends in ".cef". he states: "Jon, attached is the tune. You have to go to SCTFLASH.com and get the Livewire Updater Program to load this. Liveload doesn't work anymore." so, i go there, and under livewire(9600) i do everything i am supposed to, i think, but nothing is working for me. i need to get this onto my xcal 2 asap, but apparently i am an idiot.....though sct could have just left live load alone.....i could use that without issue.
