Paint Problem

A while back, I got hit right above my back left tire on the tire well (black, flareside). The metal wasn't dented and the paint is still there except what looks to be plastic residue left over from the plastic bumper that tapped me. Anyone have an idea on how to get this off? I'll see about posting a pic but it looks to be some plastic rubbed off on the body.

Being that there's not a dent... being that it's near the tire....

Could it be rubber from a power breaking show-off? Photos would be helpful.

Have you tried anything to remove what your'e describing?

Not good at all on paint, let along black paint. Magic Eraser leaves a ton of micro-scratches in the paint that will have to be buffed out.
