Ebrake not working?

So i take the truck in for an inspection and they fail me because they say the ebrake wont hold. They said the lines are all fine that either it needs new shoes or its just stuck and needs worked lose. Where is the mechanism located so i can check it myself. $100 to find the problem and $150 to fix it if its frozen. $400 for new shoes. Thats what the dealer quoted. Any thots?

This is what I did...not saying it's right or the best way. I didn't want to rip apart my wheel when mine stuck. If you follow the cables to the back wheels, you will see where they attach to a bracket on top of the wheel. I sprayed the p!ss out of them with pb blaster and knocked them back and forth with a small hammer. They eventually loosened up.

If you do some 4wheeling you may have some mud inside the rotor. I had seen some shoes coming apart like crackers and that could be a problem...

Do not just spray with PB! You need to take the shoes off and break the scissor mechanism apart (trust me it comes apart) Then sand the rust off of it and apply brake grease to the scissors and reinstall. This needs to be done to both sides. It made a world of difference in the pedal feel. The brake doesn't stick anymore and the pedal snaps back when I release the brake. I think my mileage went up It is easy to do, just getting the rotors off was a B****! I used a piece of wood in between the caliper mount and the rotor and pried them apart with a piston caliper tool. Random, but it worked. Make sure to smack the rotor a few times with a rubber mallet too because the e brake shoes are really stuck to the rotors Also while I was in there I just lightly sanded the inside surface of the rotor where the shoes contact it. I also sprayed everything down with brake cleaner and wiped it all off. Good luck
