Cloth Like Material

Can someone tell me how I can take out that cloth-like material up under my bumper? I want to swap out my valance, but I cannot get to some of the bolts due the 'protector' material(about.125" thick). It is held on by what look like Black Plastic Plugs about the size of a Dime. I am a newbie at this stuff, but would much rather try and do it myself than pay someone. But I also do not want to damage anything either.

Also, seems like the round fogs may also be slightly in the way of a bolt or two. Is it safe to remove these temporarily?

Yea I took that off my '03. I was taking my valence off and left the side that was attached to the frame and unhooked the other. It came off fairly easy..I slipped that material right off those plastic plugs because I couldn't get them out. I couldn't get the damn thing back on though the same way. I had to cut a small slit where the holes already were to get it back on.
