Rollpan Question

Ok on my 02 reg cab, i had a accident were i got rearended insurance is paying for a new tailgate and bumper, i wanna put on a good roll pan, but i have a reece hitch under it, it is a stock one, i know there are roll pans that can work with hitches, but is the roll pan longer than the bumper, shouldnt the hitch just be under the roll pan kinda like the bumper is now?

The one that I have seen on a dodge the hitch is just under the roll pan.

Street Scene makes a hidden hitch to where you can flip up your license plate and the connection is behind it.
