Probably just the 1 hour minimum shop rate / diagnostic rate.
This stops the 15 min to diagnose the problem, and have the owner get it fixed somewhere ( or by themselves ) else routine.
Quite common at a lot of places ( motorcycle shops, lawn mower shops, etc )
