The biggest culprit is usually the MAF- It gets dirty. If your running a Oiled filter, that makes matters worse. Also you need to run Motorcraft plugs in the 02.

Cold air system, completely sealed air box with DRY element is best.

Don't forget to update your forward O2's and coils every so often.

My 98 runs great just with simple updating and maintenance.
