I think it goes without saying that you need to rinse it off well since your using bleach, if you have a problem keeping it on the tires then it's an excuse to get some bigger meats so you have more sidewall to play with

I rinse off the tire first then spray it pretty generously with bleach white, then just go over it with a scrub brush and rinse.
