Sorry guys I have to jump in on this one. To give you a little background on my self I worked in a body shop for several years but I still do it on the side. With that being said I would recommend wiping down the lights after you sand them with alochol (be careful may case more trouble) or something to get the finger prints/oil from your fingers off the area to be painted.
On painting or powder coating you could get an exact match with painting over powder coating. As far as cost should be around the same amount. The powder coating is durable but it depends on what look you are going for. Hope this helps!!!
