Sidewall Information Help

I was checking out my trailer tires and noticed differing max PSI info. There is a section with load C and max cold psi 50. Then on the other Safety section is never exceed 32 PSI. I'm new to towing and don't want a blow out. They came with a pressure of 38. What's the difference in those numbers? I'm hauling a 3000lb boat with about 500 pounds of gear in it.

I have Carlisle Sport Tread 225/75/D15 if that helps any...
