Need to troubleshoot and possibly change the thing, can someone tell me exactly where it is and what I have to do to get to it?

It is attached to the Central Junction Box inside the cab. Remove the bolts holding the CJB and pul it down. On the other side of it is the GEM.

is that the fuse/relay panel under the drivers dash?

Ok, that was a cheap reply.... Disconnect the Battery. Remove the fuse panel cover. Remove the lower instrument panel steering column cover. That is the panel with the pocket inder the steering column. Remove the bulkhead electrical connectors from the fuse panel. Remove the 2 nuts and 2 bolts hoding the fuse panel in place. Remove the GEm connectors. Remove the GEM screws and remove the GEM.
