Plugged Vacuum Line ...From The Factory?

Hi all,
I was wondering it anyone here knows if this vacuum line is standard on a 2004 3 valve F150? I brought my truck in for smog today (only 20K miles) and they failed me on a visual inspection....noting that the vacuum system was "modified". I have never had it in for service and have never touched the engine other than oil changes. Any idea if this plugged line is from the factory and what it could be for? Seems to go back and join up near the Fuel Pressure Regulator line behind the engine.

Thanks in advance

Steve

that vacuum line is for i you had 4x4
so that should not have failed you it is only suppose to go to something if your truck is equipped with 4x4 and 2wheel drives it just gets capped off

Thanks!!
It's scary these folks have the power to report you for failing a smog test when their action is based upon a misunderstanding of what something "should" look like.....
