Rear seatbelt question! Safety issue?

So we added to the size of our family by 1, and I have to use another car seat in my truck. The belts on the side don't want to lock when you jerk on them, the way the belts do in the front. I had my son lean forward's with his belt on his booster seat, and when I jam on the brakes it still doesn't lock. The belts do in my new 2014, and they lock when you jerk on them in my SHO too, I'm just wondering if this is normal, and one of those deals where they blow a charge when the air bag circuit is energized and fuse them solid or what?

I'm using the center seat for the newborn seat, but I don't wanna sacrifice my 7 year old by moving his "seat". I had him in the middle before for the same reason, but now I need to fit another seat, and he has to sit on the side now.

Look at page 62 of your owner manual. It tells you how to engage forward lock feature.
Look at page 77, the last line.
Review all pages from 76 to 82.
Good luck.
