Intermittent bringing noise not hubs not brakes

I have a 2001 f150 4x4. There is a noise, like a rotor grind, coming from the front passenger side area. I have changed the both sides; front hub assembly, rotors and pads, both rear axle bearings, rotors and pads, emergency brake drums. The noise occurs worst at 19-20mph when going straight. Could this be the CV axle?

The noise doesn't change when i have it in 4x4, it slightly weakens when i barely touch the brakes or slow below 20mph. I can't get the wheel spinning fast enough on jack stands to make it make the noise.

see if the noise changes driving like a drunk, turning side to side. If it does then its a bearing.
