If you want to put your 4 tie down brackets (on the wall of your bed) on the outside of the bedrug, instead of just covering them up, here's how I did it (as well as others in the forum). It took me 30 minutes to do all of them.
After the bedrug settles, unzip the wall material to gain access to the bracket. Remove the bracket, and reinstall the screw back into the hole only about a quarter of the way (you'll want to be careful - cross threading brings on a whole new problem). Put the bedrug material back to where it goes, then feel for the lumps where the 2 screws are. Take a knife, such as an exacto knife, and make a slit right on top of the screw head, no bigger. Push the material over the head (like buttoning a shirt). Remove one screw, put it through the bracket and put the screw right back in where it came out, again, being careful not to cross thread. (If you "lose" the hole, use an awl to relocate it. You're in business. Repeat for every screw and bracket, and it will look like a million bucks.
