Shouldn't be a problem to spray over the old. (as long as it was prepped properly in the first place). Help yourself and go to a car wash and THOROUGHLY clean the liner before drop off. Also, don't be surprised if they don't (or can't) do it on a rainy day. The liner must be really dry before the re-coat.
Also, Whoever you talked to at Line-X is incorrect. Line-X specs are 125 mil on the bed. (1/8 inch) This is a gracious plenty to protect you from shovels, rakes and implements of destruction.
Also, they should probably scuff the liner with a DA before re-applying, but this is sometimes a judgement call depending on how old the liner is before re-coat.
In any event, they will be putting enough product on so that it will get sufficiently hot to bond the old/new layers. You'll never pull them apart.
