It should shift if you tell it to by the lever though this could be unsafe if you downshift too far, this will cause overrev of the engine and could cause all types of problems. I'm not too familier with the 93 F-150 but depending on the tranny type it could either be controlled by the TPS sensor and the computer or it is controlled by a vacuum line. If the vacuum line is the case, it could be as simple as replacing the vacuum hose to fix it. Every now and then a hose such as that may have come loose which can cause that problem.
